Community relations has been part of the El Monte Police Department in California since the late 1960s, when the concept for its Community Relations Office was formed; the office now runs community and youth outreach programs, and the department won a national community policing award in 2006. The department describes its mission as improving local life by working alongside residents with courtesy and respect. Dispatchers keep the Communications Center running around the clock; they complete a three-week state academy and use computer-aided dispatch to track patrol, traffic and special enforcement units. The Custody Services Division runs a Type I jail around the clock with custody officers defined under California Penal Code section 831, who attend a corrections academy certified by the state's BSCC and complete yearly training. The Records Bureau prepares and releases crime, collision, vehicle storage and arrest reports, processes narcotic registrants and citations, and connects to the California Law Enforcement Telecommunications System. Because false alarms pull officers away from real emergencies, the city enforces an alarm ordinance adopted in August 2007 and urges owners to correct user errors and system malfunctions.
According to the U.S. Census Bureau (ACS 2023), El Monte city, CA has an estimated population of 107,066.
