Founded in 1971, the same year Lake Ray Hubbard was completed and turned Rowlett, Texas, into a lakefront community, the Rowlett Police Department serves a city that spans parts of Dallas and Rockwall counties, with Dalrock Road marking the county line. The area was settled in the 1840s, its original post office opened in 1880 under the name Morris, and voters incorporated the city in 1952. The department's motto promises exceptional service to all. It is organized into a Field Operations Bureau, which holds the Patrol Division and Field Training Unit, and a Support Operations Bureau covering special operations, criminal investigations, professional standards and neighborhood services. Specialized teams include problem solving, traffic, crime scene, drone and SWAT units, along with school resource officers and in-service training. A Professional Standards Unit within the administration investigates complaints, which must be backed by a signed affidavit, oversees hiring and training and keeps policies up to date. Detention Services runs a holding facility for people charged with misdemeanors and felonies who are waiting to be moved to a county jail, and Class C defendants may stay there until bond or fines are posted. Annual reports and monthly activity snapshots are posted online.
According to the U.S. Census Bureau (ACS 2023), Rowlett city, TX has an estimated population of 64,139.
